The North American colonists were increasingly angry at the mother country because of English laws and taxes that restricted colonial trade and cut into profits. More recently, the Townshend Acts of 1767, named for British minister of finance Charles Townshend, imposed duties on glass, lead, and tea and permitted colonial warehouses and homes to be searched for smuggled goods.

On April 28, 1991, he began his third mission in space, studying atmospheric conditions and phenomena such as the aurora borealis.
